MSI Afterburner was the one that kept the game from opening.
I don't know what MSI Afterburner has to do with Windows updates, but when I disabled MSI Afterburner the game went back to work correctly

MSI Afterburner был тем, кто удерживал игру от открытия.
Я не знаю, что MSI Afterburner имеет отношение к обновлениям Windows, но когда я отключил MSI Afterburner, игра вернулась к нормальной работе.
