[HELP] Can anybody guide, how to Host BF4 All Weapons Unlock Private/Unranked Server?

I was trying to host a Unranked/Private server of Battlefield 4 with all weapons unlocked, but I haven't been able to change settings of the server so that everything is unlocked. I tried to set vars.unlockedMode "all" & vars.serverType "PRIVATE" in startup.txt but all weapons are not unlocked when I join in the server. Please Help!
